Individuals and families sometimes need guidance and assistance connecting with Northern Tier Community Action services and appropriate referrals for the services of other area human service agencies. All persons in need are welcomed and encouraged to call and request the assistance of a Case Manager.

All individuals participating in programs at Northern Tier participate in a needs assessment evaluation to determine immediate needs and prioritize how we might provide assistance. From this needs assessment a mutually agreed upon action plan is developed to establish goals and guide the client and the case manager. As part of the goals established, Case Managers will work with the family to develop a monthly cash flow and money management plan. Case Managers will work with individuals and families to develop and increase job seeking and employability skills to increase the potential for employment and self-sufficiency.

It is our goal to empower low-income individuals and families to become self-sufficient.


Northern Tier Community Action Corp. is established as a COMPASS (Commonwealth of Pennsylvania Access to Social Services) Community Partner, providing assistance to individuals and families seeking to access to Pennsylvania health and human services such as SNAP (food stamps), Medical Assistance, CHIP, LIHEAP, etc. We can help you with setting up your login account and applying for new benefits, finishing an application or checking an application status. By using COMPASS, you can apply at any time during the day or night from home, a library or any location with Internet access. Registered Dietician Consultant

The Registered Dietician will review and make any necessary corrections, and/or provide suggestions, about all menus concerning all of the centers and home based projects currently in operation by the NTCAC Head Start program.  This process takes approximately one hour per month. Certification will be documented on forms provided by NTCAC Head Start and, along with changes and suggestions shall be returned to the Head Start Nutrition Specialist within fourteen days of their submission.

The Provider, in review of menus, will note the need for variety in meal types and make necessary changes/suggestions to ensure that ethnic and cultural preferences are considered and that meals will broaden children’s food experiences.

The Provider will offer expertise and assist as needed in the development of menu plans that will meet the needs of any child that requires a special diet to meet ethnic, religious, medical, or disabilities criteria.

The Provider agrees to conduct training with Head Start staff and parents on nutrition and nutrition related topics as deemed appropriate and/or necessary.
