Outreach & Referral Banner

Individuals and families sometimes need guidance and assistance connecting with Northern Tier Community Action services and appropriate referrals for the services of other area human service agencies. All persons in need are welcomed and encouraged to call and request the assistance of a Case Manager.

All individuals participating in programs at Northern Tier participate in a needs assessment evaluation to determine immediate needs and prioritize how we might provide assistance. From this needs assessment a mutually agreed upon action plan is developed to establish goals and guide the client and the case manager. As part of the goals established, Case Managers will work with the family to develop a monthly cash flow and money management plan. Case Managers will work with individuals and families to develop and increase job seeking and employability skills to increase the potential for employment and self-sufficiency.

It is our goal to empower low-income individuals and families to become self-sufficient.

Northern Tier Community Action Corp. is established as a COMPASS (Commonwealth of Pennsylvania Access to Social Services) Community Partner, providing assistance to individuals and families seeking to access to Pennsylvania health and human services such as SNAP (food stamps), Medical Assistance, CHIP, LIHEAP, etc. We can help you with setting up your login account and applying for new benefits, finishing an application or checking an application status. By using COMPASS, you can apply at any time during the day or night from home, a library or any location with Internet access. If you would like assistance setting up your account, contact 814-486-1161 to speak with a case manager.

Northern Tier Community Action Corporation Head Start is soliciting bids for snow removal for the designated parking areas at our center sites in Johnsonburg and Coudersport.  Bids must be calculated on a cost per plowing basis and must include plowing the snow from the parking lot as well as clearing the main walkway to the front door and should be completed prior to 8:00 AM. 

All bids should be submitted in a sealed envelope clearly labeled “Snow Removal Bid.”  Bids should be submitted to Northern Tier Community Action Corporation Head Start Program, P.O. Box 389, Emporium, PA and must arrive no later than 12:00 noon on October 19, 2017.  Bids will be opened at 1:00 PM on that date at the Northern Tier Community Action Corporation offices located at 135 West Fourth Street, Emporium PA.  Northern Tier Community Action Corporation reserves the right to reject any and all bids and to waive bid irregularities at our discretion.
