Enrollment and Eligibility

Head Start is a family and child development program for low-income families. Family income is one key factor in determining eligibility.  The federal poverty guidelines are used to evaluate family income.  In addition, at least 10% of enrollment must be children with disabilities, who have a current IEP (Individual Education Plan).

Your child is eligible for Head Start if you meet the income guidelines and your child:

  • is 3 years old through the year prior to kindergarten eligibility.
  • has a current IEP
  • is a foster child
  • is currently living with a parent or the child is receiving SSI/SSD
  • is eligible for TANF (Temporary Assistance for Needy Families)
  • is currently homeless


A complete application must include a copy of the following documentation:

  • Income Verification - Documentation must reflect your current economic status and must include all sources of income received by the child's parent / guardian such as: Current pay stub, letter from employer, latest income tax return or W-2, unemployment income, worker's compensation, child support, TANF, disability income, proof of foster care, etc.
  • Your Child's Current Immunization (Shot) Record

The Registered Dietician will review and make any necessary corrections, and/or provide suggestions, about all menus concerning all of the centers and home based projects currently in operation by the NTCAC Head Start program.  This process takes approximately one hour per month. Certification will be documented on forms provided by NTCAC Head Start and, along with changes and suggestions shall be returned to the Head Start Nutrition Specialist within fourteen days of their submission.

The Provider, in review of menus, will note the need for variety in meal types and make necessary changes/suggestions to ensure that ethnic and cultural preferences are considered and that meals will broaden children’s food experiences.

The Provider will offer expertise and assist as needed in the development of menu plans that will meet the needs of any child that requires a special diet to meet ethnic, religious, medical, or disabilities criteria.

The Provider agrees to conduct training with Head Start staff and parents on nutrition and nutrition related topics as deemed appropriate and/or necessary.
