A small introduction

About Us

Northern Tier “Community Action” is a community based Not-For-Profit organization serving the four counties of Cameron, Elk, McKean and Potter and has been in continuous operation since 1966 when it was established as part of this nation’s War on Poverty. Community Action is governed by an eighteen member, volunteer tri-partite Board of Directors. Six members are publicly elected officials or their designees, six are representatives of our client population and six represent the private sector.

Overcoming the multitude of roadblocks to self-sufficiency facing low-income individuals and families every day is the mission of Community Action.

Community Action programs and services; while funded individually through various agencies, are largely made possible by the Community Services Block Grant through the Department of Community and Economic Development. The Community Services Block Grant was created by the federal Omnibus Reconciliation Act of 1981 to provide a wide range of services to assist low-income people in attaining the skills, knowledge and motivation necessary to achieve self sufficiency.

These grants provide a variety of antipoverty services such as: Case Management, Emergency Food, Housing, Head Start, Early Care and Education, Financial Management Assistance, Nutrition programs, Energy Assistance and Conservation, Weatherization, Food Banks, and Homeless Prevention programs.

How it all came to be…

A little information

Northern Tier Community Action is located in the north central part of the Commonwealth of Pennsylvania.  Its service delivery area encompasses four counties (Cameron, Elk, McKean, and Potter) and covers approximately 3,300 square miles. Administrative offices for Northern Tier Community Action are located in Emporium, Cameron County with satelite offices located in all Elk, McKean and Potter counties.

Northern Tier Community Action Corp. was incorporated in 1966 and has developed a solid foundation in area communities with extensive knowledge and experience allowing us to provide a wide range of programs and services to those in need.

Funding

Community Services Block Grant

The PA Department of Community and Economic Development makes the Community Services Block Grant (CSBG) funding available as the core operating funding for “Community Action” agencies which makes possible the leverage of other grant funded programs and services that benefit our communities.  The level of client services would be greatly diminished if operated individually and without the support of the Community Services Block Grant funds. The fiscal and executive support provided through CSBG increases agency capacity and the level of services available to help families.  The CSBG funds enable NTCAC to support the centralized system of management that includes the Governing Board of Directors, Administrative Personnel, Fiscal Management as well as computerized accounting and client tracking systems.

Outreach Referral / Case Management

You are important to us and all persons in need are welcomed and encouraged to call and request the assistance of a Case Manager.  You or your family may need guidance and assistance connecting with Northern Tier Community Action services and appropriate referrals for the services of other area human service agencies.

All individuals participating in our programs participate in an intake and needs assessment evaluation to determine immediate needs and prioritize how we might provide assistance.  From this assessment a mutually agreed upon action plan is developed to establish goals and guide the client and the case manager. As part of the goals established, our Case Managers will work with you to develop a monthly cash flow and money management plan. Our Case Managers will work closely with individuals and families to connect you with the Career Link Centers in our counties to develop and increase job seeking and employability skills increasing the potential for employment and self-sufficiency.

It is our goal to empower low-income individuals and families to become self-sufficient.
