Veterans Initiative

As a sub-contractor with Lawrence County Community Action Partnership (LCCAP) for the Emergency Solutions Grant (ESG), NTCAC provides assistance to eligible veterans who are homeless or at risk for homelessness. Eligible Veterans in Cameron, Elk, McKean and Potter County receive case management assistance with acquiring permanent housing as quickly as possible or to attain stability in their current housing situation. Housing relocation and short to medium term rental and/or utility assistance may also be provided. This program is funded through the Pennsylvania Department of Community and Economic Development and sub-contract agreement with Lawrence County Community Action Partnership.

Benefits

Some benefits may include helping Veterans apply for a DD-214 (if theirs was lost), working with social service agencies in their county, finding household items (as they are available), and working towards maintaining independence when exiting the program.

Applying

Veterans who apply for ESGV:

Need proof of military service (DD-214). If a veteran does not possess a DD-214, then ESGV will assist in applying for a new one, which is free of charge.
Must have either an eviction notice in hand and be income eligible (to be determined at intake), OR
Be literally homeless using HUD guidelines (NOTE: Income eligibility is waived for veterans who are homeless).
Must have or seek a rental unit that is within rental Fair Market Value (FMV) standards set by HUD per county.
Veterans must NOT possess a mortgage for a house, possess a housing “land contract,” or own other forms of shelter that could be used for safe and reasonable housing.

Miscellaneous

The intake will be face-to-face to verify living conditions.
The case manager will come to where the veteran is staying, so no travel burden is required for the applicant!
All rental properties MUST pass an inspection.
